THE INTERNATIONAL HISTORICAL REGATTA ANNOUNCEMENTROTA PALAGRUZONA 2011. Application form for the regatta Rota Palagruzona 2011. RULES • Racing Rules of Sailing ISAF 2009-2012 (RR) • International Regulations for Prevention of Collisions at Sea, Flagstate Regulations on mandatory shipboard equipment, part of the Offshore Competition Special Regulations (can be obtained from the HJS Office) • This Regatta Announcement • Instructions for the Regatta • Official Notices from the Regatta Committee and Organizer that will be announced at least two hours before the beginning of the Regatta. Official Notices may change the Instructions for the Regatta. SPECIAL RULES • All boats must have an inboard or outboard marine engine. • From dusk to dawn the Regulations for Prevention Collisions at Sea are in force, which changes the part 2 of the Racing Rules • On Warning Signal (5 minutes to start) the engines must be stopped.
COMPULSORY EQUIPMENT OF THE BOATS PARTICIPATING IN THE REGATTA: Amongst the equipment required by the aforementioned safety regulations, the following shall be particularly inspected: • Rescue Raft with valid Certificate, for all the crew members, placed as prescribed • Lifelines, harnesses for all crew members • Radar reflector • Appropriate waterproof radio station • Horseshoe Lifebuoy with floating rope and lifebuoy light • Waterproof Torches • Main and auxiliary anchor of prescribed weight, chain and rope length • Navigation lights • Signal rockets, torches etc. • Prescribed number of fire extinguishers • Fuel quantity for 100 Nm • Drinking water in quantity sufficient for all crew members for two days A boat may be inspected by the Regatta Committee at any time. In case a boat does not comply with the mentioned safety regulations, she will be disqualified. CATEGORY AND ADVERTISING The Regatta is of C Category according to the RR (Racing Rules) Appendix G. All boats are obliged to display the Regatta sponsors' advertisement. The boats which display their own sponsors' advertisement must obtain the organisers' authorization to do so. RIGHT TO PARTICIPATE Right to participate: • Is given to all traditional boats whose length overall (L.O.A.) in leut class exceeds 8.5 metres, and in falkusa class 9.0 metres. • The right can also be given to the a.m. classed boats of a shorter L.O.A. if on application it is established by the Regatta Committee that such a ship by her construction complies with the boat and the crew safety requirements and a license to participate is provided accordingly. • Other traditional boats which obtain a licence to participate from the Regatta Committee. • The crew members must be adults and members of an ISAF national association, as well as verified according to the regulations of their national authority for year 2011. • The Regatta Committee retains the discretionary right of refusal of an application. MEASURING THE LENGTH OVERALL (LOA) The length overall (LOA) refers to the maximum length of a vessel from the two points on the hull measured perpendicular to the waterline, excluding the rudder, bowsprit, rails, platforms as well as any and other fittings added to the hull. The length of the hull from the last registry certificate shall be accepted. By signing the application for the Regatta, the sailboat’s Owner or helmsman fill is the LOA in good faith, respecting Rule 69 (Racing Rules). The permissible deviation from the stated length overall can show +50 mm. Modern sailboats and catamarans cannot participate in the regatta. DOCUMENTS Submit the following documents: • Skipper License (submit an original or a copy) • Boat Leader's Licence, at least Category B (submit an original or a copy) DIVISION INTO GROUPS (CATEGORIES) and ENTRY-FEE

The length of the route measures 42 nautical miles. THE REGATTA SCHEDULE Thursday, 23rd June, 2011 • ... Dinner and overnight stay in Komiža Sunday, 26th June, 2011 ... Return of the boats to their home ports APPLICATIONS Applications can be sent via fax, e-mail, web page: www.rota-palagruzona.com or in person, at the latest by 18th June 2011. The application will be considered valid if: • The application form is filled in, signed, delivered in person or sent by fax or e-mail. • Documents (Skipper Licence, Boat Leader's Licence) are submitted by e-mail or in person. Note: Answers to the applications (confirming the right to participate) will be delivered by the Regatta Committee no later than 7 days after receiving the application. INSTRUCTIONS FOR THE REGATTA The Sailing Instructions will be available after the meeting of all crews in Komiža, in the tavern Pepe, on Thursday, 23rd June 2011. DEFINING OF THE SCHEDULE The schedule will be defined according to sailing time. RESPONSIBILITY Every boat and all competitors participate in the regatta entirely at their own risk. The owner or his representative must ensure their boat is insured against all risks, including a valid third party liability insurance. The organizing authority, the Regatta Committee and judges will not accept any liability for possible damages or accidents to competitors, boats or third parties, whether on sea or land before, during or after the Regatta, nor from the consequences resulting from the Regatta itself. By the act of accepting of an application of a boat for the Regatta, the Regatta Committee does not accept any liability for its safety during the Regatta. It is the owner's, his representative's or the sailboat captain's duty and responsibility to ensure for the boat, masts, sails, engine and equipment to be in good condition, as well as to familiarize the crew with the on-board safety measures, i.e. the crew must be familiarized with the handling and whereabouts of the on-board safety equipment. It is the owner's, his representative's or the sailboat captain's responsibility to determine whether a crew member should wear a lifejacket during the course of the Regatta. It is the right and responsibility of each boat to decide whether to start, proceed with sailing or withdraw from the Regatta. REGATTA AWARDS • Prizes will be given for the first three places in the Komiža - Palagruža leg of the Regatta • The prize will be given to the fastest boat in the Komiža - Palagruža leg of the Regatta • All boats receive an acknowledgment of participation in the regatta ROTA PALAGRUZONA 2011. FOR ALL CAPTAINS AND CREW MEMBERS, THE ORGANIZER OF THE REGATTA PROVIDES • Night's accommodation and dinner in Komiža 23rd June 2011 • Dinner 24th June at Palagruža • Night's accommodation and dinner 25th June in Komiža • Sufficient quantities of drinking water on all boats for the duration of the Regatta. Notes: • For captains and crews of boats not having a possibility of an appropriate on-board daily accommodation private or hotel accommodation in Komiža will be provided. • Participating in the historical Regatta ROTA PALAGRUZONA 2011 means that all the crews, with a logistic support of the organizing authority, shall collectively prepare a traditional fishermen's dinner at the Palagruža Pebble Beach on the 24th June eve. UNPREDICTABLE CIRCUMSTANCES The organizing authority retains the right to change the Regatta Schedule in case of inconvenient weather conditions, i.e. switching of the sailing routes.
